We are highly-experienced sector experts, informed by long careers across community-control, corporate, government and not-for-profit organisations.
Neil is an Aboriginal man with connections to the Waanyi people of the Gulf of Carpentaria in Queensland and the Kuku Yalanji people of Far North Queensland.
He is a national leader in housing, health, economic development and public administration. Best known as a leading thinker and for his work in strategy, public policy and advancing the common good. He is a frequent contributor to academic, public and policy discussions and debates.
He was appointed as the Chief Executive Officer of Aboriginal and Torres Strait Islander Housing Queensland in December 2020 and brings extensive housing industry and professional capabilities. In this role, he is responsible for implementing the Board’s directions, policies and strategic plan, along with leading of the day-to-day management of the company.
This includes ensuring that the company:
- acts and functions as a professional and effective housing peak body
- is managed professionally and supports the Board and members
- has the organisational structure, systems, policies, processes and procedures to guide, support, inform, service and monitor its prime functions
- maintains legal, ethical and professional practices, standards and boundaries that are consistent with the Code of Conduct and values
- manages financial activities agreed budgets and informs the Board there are any material adverse movements to the budget; and
- has business divisions that are well organised, effective and efficient.
Professional Experience
Neil is an experienced and accomplished former senior public servant, Chief Executive Officer, and Company Director with long work history across a range of corporate, government and not-for-profit entities. This experience is complemented with a public health degree from the University of Queensland. He is also a member of the Australian Institute of Company Directors. His knowledge, skills and qualifications have enabled him to build a track record of competence and success.
He has an outstanding record of significant achievement in executive roles. His career has focused predominantly on addressing uneven societies and looking at quantitative data and determining how these values can be changed. He works to inspire, empower, and connect people to lead change that addresses inequality.
Neil has written widely on many topics and is a published author and a technical expert in business, employment and organisational development. He has written three books, including How to Start a Successful Aboriginal Business in Australia (ISBN 978-1-9212214-6-0); The Simple Guide to CEO Recruitment, Performance & Termination (ISBN 978-1-7640788-0-1); and The Peak Body Blueprint (ISBN978-1-7640788-1-8).
Housing Experience
In a housing context, Neil has been a crucial link between community, government, academia and the professional world, providing advice, industry insights, and opportunities.
Neil has extensive, hands-on, real-world experience in the housing industry. He was born into the housing industry – his immediate family includes four generations of builders and carpenters, along with trailblazers who established several community housing organisations in the 1970’s which are still operating today.
Neil is a current member of the National Housing Supply and Affordability Council – a statutory authority based in the Australian Treasury (Australia’s central policy agency). The Council provides independent, evidence-based expert advice to the Australian Government on matters that materially affect the supply and affordability of housing in Australia. He is also a member of the Queensland Ministerial Homelessness Council, the Convenor of the Housing First Nations National Conference; and the Co-Chair of the Queensland First Nations Housing and Homelessness Partnership.
As a former Executive Director within Queensland Department of Housing and Public Works, he played a key role in the development of the Queensland Housing Strategy 2017–2027; the Queensland Building Plan; the Queensland Procurement Policy; and the drafting of housing, building and construction legislation.
In the Aboriginal and Torres Strait Islander housing context, he has played a key role in the National Partnership Agreement on Remote Indigenous Housing (NPARIH); the Queensland Aboriginal and Torres Strait Islander Housing Action Plan 2019–2023; the Our Place: A First Nations Housing and Homeless Action Plan 2024–2027 and the Our Place: A First Nations Housing and Homeless Roadmap to 2031 – along with the establishment of Aboriginal and Torres Strait Islander Housing Queensland.
Neil remains focused on better housing outcomes and aims to inspire, empower, and connect changemakers to accelerate positive and lasting change in their communities, throughout their region and across our world. A passionate leader, he continues to teach, prepare and support others for careers in leadership, public service and the housing industry.
Tania is a housing specialist who was recruited in September 2021 to be the Housing Advisor for our organisation. She was also our A/General Manager, Strategy, Policy & Research until March 2026 and is part of our Executive Leadership Team.
Tania’s unwavering passion for tenancy management and dedication to Aboriginal and Torres Strait Islander housing outcomes sets her apart in the industry. Having worked in Aboriginal and Torres Strait Islander housing for over 25 years, first with the Department of Housing and later with Aboriginal and Torres Strait Islander Housing Queensland, Tania’s background provides her with a unique position and invaluable insights into the perspectives of both tenants and landlords, enabling her to cater to their specific needs effectively. With decades of experience in the housing industry,
Tania has accumulated a wealth of knowledge and expertise. She has encountered various challenges and opportunities, learning from each experience to craft a North Star Property service that ensures a positive and rewarding experience for both tenants and landlords alike.
Leading with communication, Tania takes pride in her ability to stay ahead of the curve. Her astute observation of tenant challenges and her keen analytical skills empower her to prepare and guide her tenants and clients, enabling them to make well-informed decisions. Beyond her professional skills, Tania’s compassion and tenacious drive shine through in her work. She embraces challenges with enthusiasm and fearlessly steps outside her comfort zone to find innovative solutions and achieve exceptional results. Tania has connections to the Gaangulu people of Central Queensland.
Bevan is a leader in Aboriginal and Torres Strait Islander affairs. He is a dedicated and committed individual with twenty-five years experience in the NGO sector and Aboriginal and Torres Strait Islander affairs. Bevan joined our organisation in April 2023 as the General Manager, Sector Development and is part of our Executive Leadership Team.
Bevan is responsible for the strategic management of our Sector Development activities – including creating and implementing the strategic Sector Learning and Development Plan and a Sector Workforce Development Strategy; and undertaking regular site visits to Members to listen, assist and support them.
Bevan brings to Housing Queensland a broad work history with strong capabilities and experience. His previous roles have included administration, finance, front-line service delivery, executive and CEO positions—working across urban, rural and remote settings. Bevan’s skills and knowledge span self-determination, stakeholder management and strategic advice, government relations, capacity building, workforce planning and resource management, financial management, governance, strategic thinking and problem solving. He has a positive reputation that enables him to communicate and negotiate with all stakeholders across Queensland.
Prior to joining Housing Queensland, Bevan worked for the peak health body—Queensland Aboriginal and Islander Health Council (QAIHC) in a similar role. He is also a former CEO of Mamu Health Service in Innisfail (an Aboriginal and Torres Strait Islander Community Controlled health organisation).
Bevan is a member of a respected Aboriginal family that helped establish and govern a number of Aboriginal and Torres Strait Islander housing, health, justice/legal, land council and child safety organisations across North Queensland.
Mark is the General Manager, Business Development and is part of our Executive Leadership Team. He joined Housing Queensland in January 2023 and is responsible for the overall strategic business development for Housing Queensland, including strategic planning, business development and growth, relationship management, proposal management and business development activity.
Prior to joining Housing Queensland, Mark was the Executive Director, Queensland Housing Investment Growth Initiative (QHIGI) Implementation in the Queensland Department of Communities, Housing and Digital Economy (DCHDE), where he was responsible for coordinating the delivery of a strong, coordinated program of capital investment to increase housing across Queensland through three funding initiatives (Housing Investment Fund; QuickStarts Queensland and Help to Home).
Mark is also the former Queensland Registrar of the National Regulatory System for Community Housing (NRSCH). In this role, Mark was responsible for administering NRSCH in Queensland. His additional responsibilities included the regulation of residential services, manufactured homes and retirement villages under state schemes.
As part of the Executive Leadership Team which oversaw the strategy of the former Queensland Department of Housing and Public Works, Mark played a key role in the development of the Queensland Housing Strategy 2017–2027; the Queensland Building Plan; the Queensland Procurement Policy and the internal blueprint to transform the capability of the department.
Commencing his working life as a psychologist, through a significant executive level public service career across multiple states and territories Mark has led Disability Services and overseen significant reform including establishment of extensive community support system while closing historical institutions; developed community aged care services, and managed primary health care services including dental health services, community nursing, and problem gambling responses.
Mark brings significant capabilities in facilitation, leadership, people management, process and systems, housing investment, housing regulation and inter government relations to Housing Queensland.
Anthony is the General Manager, Corporate Services and joined Housing Queensland as a member of our Executive Leadership Team in July 2022. He is responsible for the overall corporate services function, which includes finance, human resources, and information technology.
Anthony has extensive executive management experience in corporate services across the not-for-profit sector in the areas of mental health, disability, child safety and Aboriginal and Torres Strait Islander community-controlled health organisations. He has also held senior positions in the Queensland Government.
Anthony is currently a Non-Executive Director, Deputy Chair and Finance Committee Chair at the Aboriginal and Torres Strait Islander Community Health Service (ATSICHS) Brisbane. He is also a Non-Executive Director and Deputy Chair of the Institute for Urban Indigenous Health (IUIH).
He is an advocate for vulnerable people, strongly believes in the right to self-determination and is a very proud Aboriginal and Torres Strait Islander gay man. Anthony holds qualifications in business administration, and governance.
Anthony has strong family connections to the Bundaberg Region.
Belinda joined our organisation in May 2023 and is responsible for leading, coordinating and managing all of our communication, design and marketing activities. Belinda has Bachelor of Visual Art (Graphic Design) from Griffith University and has held senior roles with Community-control and across the government, private and NGO sectors.
Belinda’s professional strengths cover people and project management, events, graphic and digital design, illustration, video, content writing and editing. An experienced manager, she possesses strong skills in collaboration, customer focus, and strategic thinking, along with excellent technical skills in production, governance, and risk management.
