Aboriginal and Torres Strait Islander Housing Queensland is an Australian Public Company limited by guarantee that is led by a skilled Board and capable Executive Team.
Our Board of Directors
The Board of Housing Queensland comprises of independent members who bring a wealth of skills across public, private and not-for-profit sectors and a range of First Nations, housing, community services and business experience.
The Board is responsible for the governance activities of Housing Queensland, deriving its authority from the 2021 Aboriginal and Torres Strait Islander Housing Queensland Limited Constitution.
The functions of our Board include:
- developing the strategic direction and priorities for the operation of Housing Queensland
- monitoring the compliance and performance of Housing Queensland
- ensuring quality systems are in place which are focused on quality outcomes, evidence-based advice, education and research
- developing plans, strategies and budgets to ensure the accountable provision of projects, products and services
- ensuring risk management systems are in place and overseeing the operation of systems for compliance and risk management reporting to stakeholders
- establishing and maintaining effective systems to ensure that Housing Queensland meet the needs of members and funders.

Board Meeting Summaries
The Board publishes public meeting summaries. These meeting summaries highlight key points discussed and any decisions that were made by the Board at each quarterly meeting. They do not form or represent any part of the official Housing Queensland minutes of the meeting and are provided as part of our organisation’s commitment to transparency.
Our Executive Team
There is a clear distinction between the strategic role of the Board and the operational role of our Executive Team. The Board controls Housing Queensland (the company), whilst the CEO and Executive Team are responsible for implementing the Board’s directions and for the day-to-day management of our company.
The Board has appointed the CEO, Neil Willmett, and have delegated the operational implementation of the strategic direction and day-to-day administration and management of Housing Queensland to this position.
Housing Queensland has four General Managers who lead the following business divisions:
- Strategy, Policy & Research
- Sector Development
- Business Development Division
- Corporate Services
- North Star Property.
Strategy, Policy & Research
This division is responsible for implementing the Housing Queensland Strategic Plan 2022–2025 which guides the forward work of the organisation. The division develops and delivers high-quality strategies that influence change. This division is led by Tania Wilson, A/General Manager, Strategy, Policy and Research.
Sector Development
This division is responsible for assisting individual Housing Queensland members with organisational challenges, ensuring that the Sector is strong and sustainable. This includes providing specialist professional advice and support. This division is led by Bevan Ah Kee, General Manager, Sector Development.
Business Development
This division is responsible for managing various short-term funded projects. It is also responsible for brand management, marketing, communications, developing key documents and increasing the awareness of Housing Queensland. This division is led by Mark Francis, General Manager, Business Development.
Corporate Services Division
This division is responsible for providing administrative and operational support to the organisation in the areas of governance, financial, human resources, asset and facility management, information technology (IT) systems and process management. This division is led by Anthony Morgan, General Manager, Corporate Services.
North Star Property
This division is responsible for providing fee-for-service, high quality, tenancy and property management services to clients. We specialise in managing affordable, social and community housing portfolios in South East Queensland using culturally safe practices. This division is led by Tania Wilson, General Manager, North Star Property.
